How Canadian import duty works

Canada Border Services Agency (CBSA) charges duty based on the Customs Tariff, which uses HS codes extended to 10 digits. The rate depends on the origin country (MFN, preferential under CUSMA/CPTPP, or general) and the product classification.

On top of duty, you pay GST (5% federal) and in most provinces PST or HST (0-10% provincial). Our calculator uses the GST floor. Add your province's PST/HST on top.

Canada duty rates by category

Rates that catch importers off guard:

  • Apparel (Ch. 61-62): 17-18% MFN. Among the highest in the G7.
  • Footwear (Ch. 64): 15-18% MFN. Leather and textile upper both hit hard.
  • Electronics (Ch. 85): 0-3.5%. Smartphones, laptops, chargers are duty-free.
  • Furniture (Ch. 94): 9.5% MFN. Applies to all furniture regardless of material.
  • Toys (Ch. 95): 0%. Canada zero-rates toys like the US.
  • Dairy (Ch. 04): 200-300% outside TRQ. The most protected sector in Canadian trade.
  • Auto parts (Ch. 87): 6%. CUSMA origin may get 0%.

CUSMA (USMCA) preferential rates

Goods manufactured in the US or Mexico may qualify for 0% duty under CUSMA (the successor to NAFTA). You need a Certificate of Origin and the goods must meet rules-of-origin requirements, specifically the regional value content threshold for your product.

CPTPP (Trans-Pacific) also gives preferential rates for goods from Japan, Australia, Vietnam, and other member countries. Check if your origin country has a Canadian FTA before assuming MFN rates.

Frequently asked questions

Is there a de minimis threshold for Canada?
Yes. Shipments valued at CAD $20 or less enter duty-free. For US/Mexico origin under CUSMA, the threshold is CAD $150 for duty and CAD $40 for taxes. Much lower than the US $800 threshold.
Do I need a customs broker for Canada?
Required for commercial imports over CAD $2,500. Below that, you can self-clear but most importers use a broker anyway. Broker fees are typically CAD $50-150 per entry.
