- 2309.10 — Dog or cat food, put up for retail sale. This is the catch-all for packaged pet food (dry kibble, wet food, treats).
- 2309.90 — Other preparations used in animal feeding. Bulk or non-retail-packed pet food, supplements for pets.
- US duty: 0% for most pet food under 2309.10. But FDA requires prior notice and the facility must be registered.
Pet toys
Pet toys don't automatically go to Chapter 95 (toys). That chapter is specifically for human amusement. Pet toy classification depends on material.
- 3926.90 — Plastic pet toys (chew toys, fetch balls, plastic bones). US duty: 3.3%.
- 4016.99 — Rubber pet toys (rubber balls, Kong-style toys). US duty: 2.5%.

- This is one of the simpler classifications — 4201 catches everything regardless of material (nylon, leather, chain). If it's attached to an animal to control or ride it, it's 4201.
