EU duty rates by major category

These are MFN applied rates from the EU Common Customs Tariff (CCT), also known as TARIC.

  • Electronics (Ch. 84-85): 0-2.4%. Most consumer electronics are duty-free under the ITA.
  • Apparel (Ch. 61-62): 12% flat for most garments. No cotton/synthetic split like the US.
  • Footwear (Ch. 64): 8% leather, 16.5% textile upper.
  • Furniture (Ch. 94): 0% for most furniture. One of the lowest in the world.
  • Toys (Ch. 95): 4.5%. Higher than the US (0%) but lower than Canada.
  • Ceramics/glass (Ch. 69-70): 5%.
  • Jewelry (Ch. 71): 2.5% precious, 4% imitation.
  • Iron/steel articles (Ch. 73): 2.8-3.5%.
  • Plastics (Ch. 39): 6.5%.

EU VAT on imports

Every import into the EU pays VAT on top of duty. VAT is calculated on (customs value + duty amount). Standard rates by major market: Germany 19%, France 20%, Netherlands 21%, Italy 22%, Spain 21%, Poland 23%.

How EU customs valuation works

Unlike the US (which uses FOB), the EU calculates duty on CIF value, meaning cost + insurance + freight. This means higher freight costs increase your duty amount. For ocean shipments with expensive freight lanes, this can add 1-2% effective duty.

Preferential trade agreements

The EU has the most extensive FTA network in the world. Major agreements: EU-Japan EPA, EU-Canada CETA, EU-Vietnam EVFTA, EU-UK TCA, EU-South Korea, EBA (duty-free for LDCs), GSP/GSP+ for developing countries.

Always check if your origin country has a preferential agreement before assuming MFN rates. The savings can be substantial, from 12% to 0% on apparel from Vietnam, for example.

TARIC is the EU's integrated tariff database. It includes the Common Customs Tariff (CCT) plus all trade measures (antidumping, quotas, preferences). When we say 'EU tariff rate,' we mean the CCT MFN rate from TARIC.
