Unlike the US, Canada does not impose special tariff surcharges on Chinese goods. Chinese imports enter Canada at the same MFN rate as imports from most other countries. This makes Canada a simpler destination for China-sourced products, but MFN rates are still high on apparel (17-18%), footwear (15-18%), and dairy (200%+).

Canada vs US for Chinese imports
The biggest difference: no Section 301. US importers of Chinese electronics pay 0% base + 25% Section 301 = 25% effective. Canadian importers pay 0% MFN + 5% GST = 5% effective. For electronics from China, Canada is dramatically cheaper to import into than the US.
For apparel, it's the opposite. Canada MFN on cotton t-shirts is 17%. US MFN is 16.5%. Canada is slightly more expensive for clothing even without Section 301.
Common Chinese products and Canadian duty
These are the most frequently imported product categories from China to Canada:
- Electronics (Ch. 85): 0-3.5%. Smartphones, laptops, chargers all duty-free.
- Apparel (Ch. 61-62): 17-18% MFN. Among the highest in the G7.
- Footwear (Ch. 64): 15-18%. Both leather and textile.
- Furniture (Ch. 94): 9.5%. Applies to all materials.
- Toys (Ch. 95): 0%. Same as US.
- Plastics (Ch. 39): 4-6.5%. Household items, phone cases.
- Pet products: 0-10% depending on material (see pet products guide).
- LED lights: 0-7% (bulbs 0%, fixtures 7%).
De minimis threshold
Canada's de minimis is CAD $20 for duty and CAD $20 for taxes on casual imports. For CUSMA-origin (US/Mexico) goods, the duty threshold is CAD $150 and tax threshold is CAD $40. Chinese goods get the lower $20 threshold.
This is much lower than the US ($800). Small DTC shipments from China to Canada almost always pay duty + GST.
Frequently asked questions
- Can I use CPTPP preferential rates for Chinese goods?
- No. China is not a CPTPP member. Only goods originating in CPTPP member countries (Japan, Vietnam, Australia, etc.) qualify for preferential rates. Chinese goods always pay MFN.
- Is there an antidumping duty on Chinese products in Canada?
