EU duty on common Chinese products

MFN rates are generally lower than the US for manufactured goods, but VAT adds 19-27% on top.

  • Electronics (Ch. 85): 0-2.5%. Most consumer electronics duty-free under ITA.
  • Apparel (Ch. 61-62): 12% flat. Simpler than US (no cotton/synthetic split).

CIF valuation and VAT

EU calculates duty on CIF value (cost + insurance + freight), not FOB. Higher freight costs mean higher duty amounts. VAT is then calculated on (CIF + duty). For a product with 12% duty and 21% VAT, the effective total import cost is ~35% above CIF.

Frequently asked questions

Are there de minimis exemptions for Chinese imports to the EU?
Duty de minimis is EUR 150. Below that, no customs duty. But VAT applies from EUR 0 since July 2021 (IOSS system). So small DTC shipments skip duty but pay VAT.
Can I route through Hong Kong to avoid China antidumping?
No. EU rules of origin look at where the product was manufactured, not where it was shipped from. Routing through Hong Kong or any other territory does not change the origin. Circumvention is a separate violation with additional penalties.
